The entire utensil inside and outside must be underwater, toiveled at the same time, including the handle which is connected to the utensil, parts of the utensil that do not touch food as well as parts of the utensil or handle that are made from materials which are exempt from tevilah. Pot covers must be toiveled even though they do not touch the food. They are toiveled separately since they are not connected to the pot. Covers and lids of utensils that do not come into contact with food and are used for storage only, like cookie jar lids or cake plate domes, are except from Tevilah altogether.
